Diane Alfano is a Member of the Board of Euromoney Institutional Investor PLC. When the appointment was announced in 2000, Ms. Alfano became the first woman to join the Board of Euromoney Institutional Investor PLC. In addition, she is a Member of the Board of Institutional Investor, Inc. and also served as a Member of the Board of Information Management Network from the time of that company's acquisition in 2004 until February 2007. She is Managing Director of Institutional Investor Conferences and runs the division's membership and sponsored conferences businesses. In addition, since Euromoney Institutional Investor PLC acquired Metal Bulletin Plc in October 2006, Ms. Alfano has managed the MARHedge business. Public wants input on Carroll police unit

There is no appreciable difference between the cost to run a future unified sheriff's department and the cost to operate a county police department," Powell said.

Sheriff Kenneth L. Tregoning said he has urged county commissioners for 21 years to create a law enforcement master plan, which has not been done. Suddenly there is a sense of urgency to get somewhere without any plan in place, he said.

For several years, he has pushed for his department to assume primary responsibility for law enforcement in the county.

"There is no sound reason that the county is going forward at this speedy and reckless pace to dismantle the sheriff's department," Tregoning said.

"Here they want to change the entire face of law enforcement, and they have not had one public meeting. I find that disgraceful," he said.


Grand jury foreman irate in Supreme Court justice arson case

HOUSTON (AP) — In a case some say reveals political backscratching at the courthouse, a Texas Supreme Court justice saw his arson-related indictment thrown out Friday at the request of a scandal-plagued, but fellow Republican, prosecutor.

The move outraged the grand jury foreman, who threatened to reconvene the panel and issue the charges again.

Annuity checks include return of principal

I'm still getting e-mails, more than 300 so far, about a September column on immediate-income annuities that increase payments each year to compensate for inflation.

Immediate-income annuities are policies issued by insurance companies that, in exchange for a lump-sum premium, can guarantee an income for life. Many financial advisers recommend retirees consider using a portion of their savings to buy a lifetime annuity to cover basic expenses, such as food and housing.

Dozens of you had never heard of income annuities, and several said your insurance agent couldn't find any that increase payments to counteract inflation. If so, find another agent.

Gardner faces builders over moratorium

It could have been a case of Daniel walking into the lions' den, but Frederick County Commissioner Jan Gardner received a cordial reception Friday in an address to the Frederick County Builders Association.

Gardner said when she was invited to speak some time ago to the group, she expected to give an update on the state of the county.

Instead, she found herself explaining the county's initiative to put a halt to new residential construction for the next two years.

The commissioner emphasized that the reason for the initiative was driven by transportation issues.

"I get 200 e-mails a day," she said, "and every single day some of those are on traffic problems."

She said the county has made progress on school construction, but the needs of transportation is the overwhelming issue.

Elizabeth Watkins, a senior loan officer at Advance Mortgage in Overland Park, agrees this is a good time to buy.

"There are too many houses on the market right now, and there are people who are moving who want to close on their house," she said. "This is a great time to look for a house."

Watkins said some motivated sellers will even pay the closing costs and down payment on FHA-approved loans.

She said a buyer can lock in close to a conventional 5.5 percent FHA-approved loan or a 5.75 percent non-FHA loan, and rates are still falling, in anticipation of another Fed rate cut later this month.

But Watkins, like Welsh, cautions buyers to deal only with experienced and honest professionals.

Three years ago, I quoted Watkins — who has been a loan officer for 17 years — warning buyers against exotic "teaser" loans that were destined to soar in two or three years.

Maxcom Telecomunicaciones Third Quarter 2007 Unaudited Results

The number of voice lines in service at the end of 3Q07 increased 26% to 321,003 lines, from 255,174 lines at the end of 3Q06, and 7% when compared to 299,744 lines in service at the end of 2Q07.

During 3Q07, 29,306 new voice lines were installed, 3% above the 28,551 lines installed during 3Q06. When compared to 2Q07, the number of installations decreased 3% from 30,343 lines.

During the quarter, the monthly churn rate for voice lines was 1.7%, above the 1.6% monthly average churn experienced during 3Q06 and 2Q07.

Data equivalent lines (at 64Kbps) increased 226% to 125,960 at the end of 3Q07 from 38,640 at the end of 3Q06, and 105% when compared to 61,586 equivalent lines at the end of 2Q07. The increase was mainly driven by installations to residential customers.
